The tender, announced by the Generalitat, foresees the construction of 1,940 affordable public rental homes across Catalonia, with a contractual management period of 75 years. In the province of Lleida, three municipalities are participating in this first phase, totaling 165 homes distributed between the plain and the Pyrenees.

The largest project will be developed in La Seu d'Urgell, with 100 flats in the Horta del Valira urbanization. The mayor, Joan Barrera, indicated that the council is considering reserving 30% of the flats for young people. For its part, Tàrrega will add 25 homes on a plot on Via Lacetània, while Vilagrassa will contribute 40.
The contractual model involves establishing a surface right over the land, the promotion, construction, and integral maintenance of the buildings for the 75 years of concession. In Vilagrassa, the homes will measure between 75 and 90 m² and will reserve 50% for young people and 10% for vulnerable families. The mayor, Josep Maria Mor, called the tender “an opportunity,” as the municipality currently lacks rental or sales housing.
Across the province of Lleida, the regions of Ponent have ceded 40 plots that will allow the construction of 1,008 homes, while Alt Pirineu i Aran have handed over 22 plots for 553 flats, which will be included in future tenders.
