The main objective is to protect citizens, infrastructure, and the environment through a more agile chain of command and defined action criteria for the local hydrographic network, characterized by its torrential behavior.
One of the key novelties is the operational guide, a practical manual designed to facilitate quick decision-making during an emergency. This document includes quick-reference sheets and action protocols for municipal officials, avoiding the need to review the entire plan in crisis situations.
The plan integrates the ARGOS platform and a new network of sensors that allow real-time tracking of meteorological and hydrological data. This monitoring system facilitates the configuration of warning thresholds and improves preventive planning, although the final interpretation of the data remains the responsibility of emergency teams.
Finally, the self-protection section has been reinforced with informative materials for the public. The council places special emphasis on direct communication with the most vulnerable groups, such as schools and nursing homes, to ensure a coordinated and safe response in the event of evacuation or confinement.
