The operation, to be carried out through public-private collaboration, will mobilize a private investment of nearly 15 million euros at no cost to the municipal coffers and will generate a minimum direct income of 1 million euros for the council. With this initiative, the municipality brings 158 social housing units underway, reaching 76% of the Local Housing Plan 2024–2029.
Nani López, President of the Economic Planning Area, highlighted the importance of the project for expanding affordable housing stock and putting municipal assets at the service of citizens, while Mayor Bartolo Egea defended the public-private collaboration model to make the project viable, by contributing municipal land.
The homes will be strategically distributed across Montcada Centre (recovering the old Market with 40 endowment homes and a new public space), La Ribera (with 40 affordable homes and 20 parking spaces), and Can Sant Joan (with 6 protected homes and 6 parking spaces).
The land in the two main sectors, Rocamora and La Ribera, will remain public property through a 75-year concession. The former Market in Montcada Centre will be transformed into a new hub of activity, with a participatory process to define its new uses. In Can Sant Joan, the former nursery school is planned to become a new community facility.
The homes will be general regime protected housing, with a regulated rent around 600 euros per month for an average two-bedroom apartment. Allocation will be managed through the applicant registry, prioritizing residents of Montcada i Reixac, and proposals reserving units for under-35s, people with reduced mobility, and those with high environmental sustainability certifications will be scored.
The tender will be published shortly in the BOP, the Generalitat's Public Procurement Services Platform, and the Official Journal of the European Union (OJEU), with a 30-business-day period for proposal submission. Construction is expected to take two years, with all homes to be completed before December 31, 2029.
