This initiative mobilizes nearly forty disused plots owned by local councils, distributed across 23 municipalities in Catalonia. The new homes will operate under an affordable rental regime for 75 years. Within the Vallès Occidental region, three plots are planned for construction in Santa Perpètua de Mogoda and four more in Terrassa.

The Minister of Territorial Policy, Housing and Ecological Transition, Sílvia Paneque, announced that this is only the “first wave” and that there will be more tenders throughout 2026. The initial tender has been organized into four territorial groups, each expected to construct between 400 and 500 homes.
The tender rules limit the award to a single lot per developer, emphasizing technical and constructive sustainability criteria. The successful bidder will be responsible for the promotion, construction, rental management, building maintenance, and its reversion to the Generalitat upon completion of the 75-year surface right.
