Catalan Government tenders 37 plots to build 1,940 affordable public housing units

The measure, which includes four plots in Terrassa, seeks to mobilize public land in 23 municipalities for 75-year affordable rentals.

The Catalan Government (Generalitat) is launching a tender this Friday, January 9, for 37 plots of land ceded by 23 Catalan municipalities, aiming to build 1,940 affordable rental flats.

These municipal plots, currently unused, will be utilized for the construction of housing units that will maintain an affordable rental scheme for 75 years. The cities of Terrassa and Figueres have ceded the most land to the Generalitat, with four plots each, to promote this initiative.

Among the other municipalities benefiting from this action are Sant Adrià del Besòs (3 plots), Santa Perpètua de Mogoda (3), Tarragona (2), and La Seu d’Urgell (2). The Generalitat has organized the tender into four groups based on territorial zones, each planning the construction of between 400 and 500 homes.
The successful bidding companies will be responsible for the promotion, construction, and comprehensive management of the rental or use cession contracts for the entire 75-year period. They must also undertake the building's maintenance and its reversion to the administration upon expiration of the surface right term. Minister Paneque also announced that more tenders will be held throughout 2026.
