The initiative by the Terrassa City Council aims to ensure that tenants can benefit from the two-year extension established by the Spanish government's decree-law, which allows contracts to be extended until December 2027. The Councilor for Public Housing Promotion, Lluïsa Melgares, has confirmed that mobile messages are being sent to 425 families, encouraging them to apply for this extension.

This action is taking place amidst uncertainty, as the decree must be validated in the Congress of Deputies before April 28. Potential opposition from parties like Junts per Catalunya could lead to the measure not passing, raising doubts about the validity of extension requests made during this period. Nevertheless, Melgares emphasizes the importance of exercising the right while it is in force.
The decree, promoted by Pedro Sánchez's executive, also sets an annual rental price increase cap of 2%, regardless of other regulations. Furthermore, the councilor noted that the Catalan law for the Right to Housing of 2023 allows for extensions of up to three years in stressed areas like Terrassa, if the landlord does not provide due notice.

Given the complexity and differing legal interpretations, especially between landlord and tenant associations, Melgares advises reviewing each contract individually, not assuming that an extension is always the best option, and seeking legal advice before making decisions. Col·lectiu Ronda, which advocates for tenants, argues that the decree's measures would maintain their legal validity even if the norm were to lapse due to lack of parliamentary validation.
Locally, Xavier Martínez, a member of Comuns Terrassa, has urged Mayor Jordi Ballart to take a stand in favor of the 19,000 tenant families in the city, even suggesting the dissolution of the municipal government if Junts per Catalunya does not support the rental extensions.
