Catalonia Strengthens Security with Kanpai Plan Against Repeat Offending

The Minister of Interior highlights the reduction in property crimes and increased police presence as successes of the strategy.

The Kanpai Plan has marked a turning point in the fight against repeat offending in Catalonia, achieving a significant reduction in property crimes and improving the public's perception of safety.

The Minister of Interior emphasized that the Kanpai strategy has transformed the security mindset, with the clear objective of making Catalonia a less favorable territory for criminal activity. This initiative focuses on the 10% of offenders responsible for 39% of crimes, aiming to remove them from circulation and break their cycle of impunity.

The success of the Kanpai Plan is supported by a robust police strategy and new legislation against repeat offending, which came into force on April 9. These tools have provided more resources to deter criminals, including the possibility of issuing restraining orders from areas where they operate, which has had a direct impact on offenders.
The results are tangible: during the first quarter of the year, crimes in Catalonia have decreased by 7.1% compared to the average for the same period between 2022 and 2025, totaling 9,050 fewer crimes. Violent robberies have fallen by 10,277 cases compared to 2022, and robberies with intimidation have decreased by 8.1%. Burglaries in homes have also seen an 11.2% reduction.
Furthermore, the plan has expanded to various areas, such as the fight against robberies on highways and expressways, where crimes have decreased by 37% since the beginning of the year. Soon, the Kanpai bus will be implemented to enhance security in public transport. Coordination with other police forces and the flexibility of Kanpai operations are key to its effectiveness, complemented by the future Confidence Plan to foster police proximity.
With the incorporation of 1,300 new Mossos d'Esquadra officers who will undertake internships during the summer, especially in tourist areas, police presence and public space management are expected to be further strengthened, consolidating Catalonia as a benchmark in the fight against repeat offending.
