Sources from the post-convergence party have confirmed that Junts is prepared to vote in favor of the FLA debt write-off proposal. This vote is considered crucial and could serve as a prelude to the negotiation of a new financing model, ahead of the planned meeting between Pedro Sánchez and Oriol Junqueras.
The essential condition set by Junts is that the measure must not be included within an omnibus decree, meaning it should not be bundled with other unrelated initiatives. The party previously rejected this practice on two occasions, even blocking important initiatives like the extension of public transport discounts due to the use of omnibus decrees.
If the Government brings it [to Congress] within an omnibus decree, and not as a specific decree, it is a provocation designed to fail. They have been warned for years.
Although Junts does not rule out voting in favor if the issue is addressed in a specific vote, the party remains critical of the agreement reached with ERC. They consider the proposed write-off of 17.104 million (22% of Catalonia's debt) insufficient, as their goal is a total write-off amounting to 73.000 million. Furthermore, they criticize the measure being extended to all autonomous communities, calling it a new instance of “coffee for everyone”.
Regarding the new financing model, Junts maintains its maximum demand, requiring Catalonia to be excluded from the common regime of the Organic Law on the Financing of Autonomous Communities (LOFCA) and to have a fiscal arrangement similar to that of the Basque Country and Navarre. The party deems it impossible to reach an agreement without the prior publication of fiscal balances, a point agreed upon with the PSOE but yet to be materialized.
