This initiative has been driven by a dozen commonwealths from across the territory, notably including the Commonwealth of the Mosquito Control Service of Roses Bay and Baix Ter, which played an active role in shaping the new organization.

The association aims to consolidate itself as a unified voice before various administrations, with the purpose of ensuring more equitable access to public resources. The commonwealths have expressed concern about often being excluded from certain subsidy lines, a situation the new entity seeks to reverse.

Currently, over fifty commonwealths operate in Catalonia, managing essential services for more than a million citizens. Their functions cover key areas such as waste management, water supply, and social services, among others.

The establishment of this association culminates a work process that began approximately three years ago, with various meetings and initiatives that have laid the groundwork for this new territorial coordination structure.

From now on, the new entity will focus its efforts on expanding its membership base, strengthening dialogue with institutions, and consolidating an efficient cooperation model among the different Catalan territories.
