The vote on the pre-agreement reached between the majority unions and the Department of Education will start on Monday at 12 noon and extend until Thursday. This consultation will allow teaching staff to express their opinion on the pact. In parallel, the USTEC and Professors of Secondary (Aspepc) unions have decided to suspend the territorial strikes planned until Thursday, considering it a “day of reflection” during the voting period. However, they will maintain the general strike called for Friday the 5th, “in anticipation of the result” of the consultation.
The consultation, which will be sent to all teaching staff, will begin on Monday at 12 noon, and workers will be able to participate until Thursday at the same time via a corporate email. The territorial strikes that have been called off affected different areas of Catalonia: Monday the central and Girona regions, Tuesday the Barcelonès, Wednesday Tarragona and Terres de l'Ebre, and Thursday Lleida, Alt Pirineu, and Aran. These stoppages were part of a cycle of 18 calls during May and June, of which 13 have already taken place.
The agreement includes an additional 50 euros to the newly created complement for all teachers, which will reach 173 euros annually over four years. Added to the 30% increase in the previously agreed specific complement and state increases, teachers will receive approximately 600 euros gross per month more over four years. The breakdown of this linear complement foresees progressive increases from 50 euros per month in 2026 to 173.30 euros in 2029, totaling an additional 2,426.20 euros annually by 2029.
In addition to the salary increase, the agreement provides for the recovery of the debt for 'sexenios' (seniority increments) over five years, reversing the cut that changed from being paid over six years to nine. It also includes the call for 5,000 professorships for secondary school teachers over two years (2,500 annually) and a progressive increase in support for inclusive education, reaching a global forecast of 6,413 for the 2029-2030 academic year. The addendum to the pact amounts to 726 million euros, adding to the 2,000 million previously agreed.
The Department of Education has described the pre-agreement as a “giant step” for the recognition of teachers and the improvement of educational quality. Conversely, unions such as CGT, Intersindical, and COS, which do not have representation on the Sectoral Table (except CGT), have announced a campaign for a 'no' vote. They consider that the agreement, despite including improvements, leaves out key demands such as reducing class sizes, benefits for more groups, or recovering lost purchasing power.
