The Mossos d'Esquadra, National Police, and Local Police forces launched the Plan Kanpai this February in Alt Empordà, a coordinated effort to tackle utility fraud and repeat offenders.

On February 27, officers inspected residential buildings in Empuriabrava, discovering nine fraudulent electricity connections. Technicians disconnected the illegal lines in blocks where several individuals with extensive criminal records were identified.
Additionally, strategic checkpoints were established on the AP-7 and N-II highways near la Jonquera, Borrassà, and Pont de Molins. These inspections focused on drug trafficking, illegal weapons, and immigration status.
The operation resulted in 247 identifications, the seizure of five prohibited weapons, and four arrests. Police also reported several drivers for speeding and drug-related offenses during the extensive road controls.
