Siurana Promotes Special Plan to Protect Historic Core and Streamline Procedures

The initiative aims to simplify project and construction management in a National Cultural Asset, improving residents' quality of life.

The Cornudella de Montsant Town Council, in Priorat, has announced the drafting of a Special Protection Plan for the historic complex of Siurana, aiming to regulate the area and accelerate pending projects.

This measure is crucial, as Siurana is listed as a National Cultural Asset (BCIN), a protection that, while vital for its heritage, also entails considerable bureaucracy for any intervention. Mayor Meritxell Cardona emphasized that the plan should be a tool to gain "agility" in the execution of various necessary "actions".

"Siurana is not a "nativity scene"; people live there, and residents must be able to repair facades or install solar panels given the current administrative "delays."

A recent example of administrative complexity is the installation of a new underground power line in Siurana, a project that took three years to manage. Cardona explained that every municipal project requires the submission of numerous sectoral reports to various departments, especially to the heritage commission of the Department of Culture, while acknowledging their "condescension and vigilance."
Siurana is one of the few BCINs in the state that encompasses an entire inhabited complex, ranging from the Church of Santa Maria de Siurana to the Castle. The new protection plan will provide a clear regulatory framework for the local administration and residents, defining what can and cannot be done, and allowing for the establishment of new services more efficiently, considering space limitations.
With about thirty registered residents, one of the priorities is to guarantee essential services. The mayor expressed the desire for Siurana not to become a "theme park," but for its inhabitants to have access to good roads, guaranteed electricity, and connectivity. The plan will also address tourism regulation, establishing parking areas, uses for tourist apartments, and catering, to ensure a "fluid frequency" of visitors and "tourism expansion within a framework of tranquility."
In parallel, the Town Council is working on the rehabilitation of the Castle of Siurana, of Arab origin, to make all its remains accessible. Currently, only 30% is visitable. The objective is "to be able to walk along the entire wall, observe its immensity, the abyss that surrounds it, and above all its impregnable character," as well as the "wonderful landscape" of the Siurana river valley and Montsant.
