Social housing supply in Alt Empordà hits historic lows

A University of Girona study warns of a structural shortage of affordable housing in the region.

A report by the University of Girona reveals that social housing construction in Alt Empordà has stagnated over the last decade, causing a 32% drop in the number of applicants since 2012.

The study Social and Protected Housing in the Girona region, conducted by researchers Dolors Canals and Elena del Rey, highlights a worrying reality. Despite Alt Empordà having a high absolute number of protected units, the ratio per 1,000 inhabitants remains low.

"In 2010, 185 social housing units were started. Since 2011, no year has exceeded 76 units, and most years record very low or zero figures."

Between 2018 and 2024, only 30 new units were started, while the population grew by 7%. This lack of supply has discouraged residents, with active applications falling from 776 in 2012 to 525 in 2024.
