The Vilafranca del Penedès City Council has confirmed it will address the town's lack of nightlife options through the upcoming Cultural Action Plan (PAC), which will guide local policies for the next five years.

The move follows pressure from the ERC party, which has criticized the lack of indoor municipal spaces for youth activities. Spokesperson Pere Sàbat highlighted the recent Carnival celebration held outdoors in February as evidence of the urgent need for covered venues.
The new PAC will replace the current framework dating back to 2014. Local authorities are currently waiting for the Barcelona Provincial Council to appoint a specialized firm to draft the document, a process expected to involve community participation over the next twelve months.
A key element of the strategy is the renovation of the Cal Bolet Theater. Tendering for the works is scheduled for 2026, marking the first major upgrade to the facility since 2005, aiming to provide a modern space for both culture and leisure.
