Before the end of the year, the Generalitat will initiate the tender process to select developers for all plots covered by the agreements. These accords, part of the Plan 50.000, strengthen collaboration between the Generalitat and local authorities to ensure access to affordable housing throughout Catalonia. The Generalitat will publish the list on the contracting platform and plans to release the second tender for grouped plots from the Catalan Housing Agency.
The collaboration agreements signed today with the town councils mark the closure of the 2025 plot call. Once tendered, all plots from the 2025 call that met the conditions and for which municipalities commissioned the Generalitat to manage, will have initiated developer selection processes. The Plan 50.000 aims to expand the public housing stock, with calls for the public land reserve for 2025 and 2026, with the goal of municipalities making their land available for building protected housing, primarily for rent.
Municipalities can either award the plots themselves or commission the Generalitat to select the developer. In the first call for the reserve, 670 plots were submitted, with 340 cases entrusting the task to the Generalitat. In the second, out of 299 submissions, 145 have done so.
President Salvador Illa highlighted that this action is part of a broader housing policy aiming to intensify construction, reduce timelines, and be more agile in transforming plots, as well as implementing market regulation measures. He called on mayors to remain involved in project deployment, on the construction sector to seize opportunities, and on the financial sector to help provide necessary resources.
The agreement and tender models are designed to adapt to the needs of the municipalities. Plots for more than 20 housing units can be grouped in a single tender, while those for fewer than 20 will be individually tendered to attract smaller developers, cooperatives, or self-builders. The Catalan Housing Agency will apply the formula that allows for the construction of more housing in less time. Offers from developers have already been received for 47% of the planned housing in previous tenders.
Each signatory municipality can choose to manage the selection process for housing awardees itself or delegate it to the developer, ensuring principles of publicity and competition. Councils have also been able to set award criteria, such as a minimum number of years of residency in the municipality. Signatory municipalities include Altafulla, Amposta, Granollers, Mataró, Reus, Santa Coloma de Gramenet, Tàrrega, Valls, and Vic, among others.
