The plenary session of the Parliament approved this midday the conclusions of the Investigation Committee on the General Directorate for Child and Adolescent Care (DGAIA). The document, long and dense, acknowledges irregularities and the "opaque profit" of some entities contracted by the DGAIA, while also establishing improvement objectives for the service's management, albeit without assigning any direct political responsibility.
The debate began without the presence of the Minister of Social Rights, Raül Moreno, or any other member of the Government in the hemicycle. The absence of the minister responsible for the now-extinct DGAIA was pointed out by Joan Ignasi Elena of ERC.
The conclusions were drafted with the acceptance of 100% of the proposals from the PSC and ERC, and 75% from Junts. The CUP had none of its conclusions approved. The committee's president, Jordi Riba, described the document as "cross-party".
However, the debate was tense. The spokesperson for Junts per Catalunya, Ennatu Domingo, harshly criticized the conclusions, despite most of her proposals being approved, stating they served to "hide the Tripartit's shame." This thesis was supported by the PP and Vox.
The committee's report includes a dual objective: acknowledging the flawed design of economic and financial oversight for services and contracted companies, proposing control measures and annual audits; and, on the other hand, increasing flexibility for extraordinary measures, professionalizing foster care, promoting "deinstitutionalization," and reducing the number of places in centers.
The report was approved by 68 votes in favor and 67 against, in a debate marked by criticism from some groups such as Junts, PP, and Vox, who labeled the system a "black hole." The CUP, for its part, deemed the conclusions "shameful" and "vile" for not determining political responsibilities.
