This initiative represents a significant step in expanding the public housing stock in Catalonia, especially in small municipalities that often lack the technical resources to manage such projects. The Catalan executive will take over the management of the tender process, a novelty as it is the first time the Generalitat tenders land it does not own.
The agreement, signed on March 30, establishes that the Catalan administration will lead the call for selecting developers. Once chosen, the Catalan Housing Agency will supervise compliance with the conditions for the 75-year duration of the surface rights. After this period, the homes will revert to the municipalities.
Participating councils commit to granting building permits within a maximum of three months from project reception. They can also decide whether to directly manage the allocation of homes or delegate this task to the developer, always ensuring principles of publicity and fair competition. Additionally, municipalities can establish access criteria, such as a minimum of three years of residency.

This action is part of the 50,000 Homes Plan, launched by the Government last year, which aims to build homes, mainly for rent, until 2030. Of the 670 plots contributed by municipalities across Catalonia, 338 have delegated the search for developers to the Generalitat. The 42 plots in this agreement are distributed across 31 municipalities in 21 comarcas, including Òdena (Anoia), Alcover (Alt Camp), Colera (Alt Empordà), and Vielha (Val d'Aran), among others.
