The Associació Catalana de Municipis (ACM), through the Fundació d’Impuls del Territori (FMIT), together with the Conselh Generau d’Aran and the Provincial Councils of Barcelona, Girona, Lleida, and Tarragona, have formalized a collaboration agreement today. This agreement aims to launch a new urban planning assistance service addressed to all local governments, with specialized attention for municipalities with fewer resources.
The agreement seeks to offer specialized technical and legal support in urban planning matters, one of the most complex areas of municipal management, marked by increasingly demanding regulations and a generalized lack of specialized personnel. This new resource will serve to streamline urban planning formalities, improve quality, and strengthen the legal security of municipal actions.
The Conselh Generau d’Aran and the four Provincial Councils will guarantee the logistics and territorial proximity of the service. The intention is for it to reach all municipalities in Catalonia and not be concentrated only in large cities or metropolitan areas. The main objective is to reduce territorial inequalities and ensure that all town halls have the necessary tools.
In parallel, the ACM will promote, through the FMIT, a specific urban planning training plan. This program is aimed at both elected officials and municipal technical staff, with the purpose of improving knowledge of the regulatory framework and combating the so-called "defensive bureaucracy," providing local governments with greater legal certainty when making decisions.
