Despite the perceived growing use of electric scooters, pedestrian collisions in Manresa fell by 6%, dropping from 70 cases in 2024 to 66 in 2025. This reduction occurs alongside a sharp increase in imposed sanctions.
The Manresa Local Police recorded 299 complaints against Personal Mobility Vehicles (VMP) during 2025, compared to 242 the previous year, an increase of 24%. This rise is primarily due to intensified surveillance, with spikes in complaints during May, September, October, and November.
The majority of these incidents (49 out of 66) occurred within a pedestrian crossing. To enhance safety, the Manresa City Council initially approved a new Circulation Ordinance for Cycles and VMPs, which is set for definitive approval in the February Plenary Session.
The new regulation mandates helmets and reflective vests, prohibits circulation on sidewalks and pedestrian islands, and requires homologated technical elements like lights and bells. Fines for serious infractions, such as speeding or alcohol consumption, will range between 100 and 1,000 euros.
At the state level, the Official State Gazette (BOE) published Royal Decree 52/2026, on January 28, making VMP registration and insurance mandatory. These vehicles must be registered in the National Vehicle Registry managed by the Directorate-General for Traffic (DGT), a process that can be completed electronically.
