The announcement of a multimillion-euro contribution by a high-ranking official, such as the 10 million euros promised by President Salvador Illa for the conversion of the Fàbrica Nova, requires a complex bureaucratic process before the funds reach the municipal bank account. This process is crucial for contracting the work and starting its execution.
There are two basic procedures for granting these aids. The first is through a public call, where city councils submit proposals and funds are distributed based on project quality, as happened with the 12.5 million euros awarded to Manresa through the Neighborhood Law (Llei de Barris).
The second procedure is the direct grant, without competition, which must be previously budgeted by the granting administration. This is the case for the aid planned for the Fàbrica Nova and the 2.7 million euros for the restoration of the ceilings of the Fàbrica dels Panyos, the oldest preserved industrial site in Spain.
To contract the work and begin its execution, the City Council must have received the resolution from the granting administration and formally accept it.
Once the resolution is accepted, the city council can incorporate the subsidy into the municipal budget. Income is always transferred to the communicated bank account. In some cases, such as the Fàbrica dels Panyos, the full amount is transferred before a deadline; in others, partial payments are received as the investment is justified.
