Among the main measures, the council commits to the urgent creation of a Head of Human Resources position to “rationalize” and “end the department's saturation,” one of the workers' primary demands.
Furthermore, complements will be implemented to improve conditions for each job category, with a deadline for application to payrolls set for February 27. A draft productivity regulation was also delivered, which unions described as a “good start.”
A key point is the payment of “all pending arrears” before March 2026, as staff have accumulated unpaid salaries for over three months. A minimum of 211,000 euros in productivity funds will be allocated during the first and second semesters of 2026 for boards and the council, and 85,000 euros annually for the Local Police. The psychosocial risk report, pending for three years, will also be updated.
