The protest is part of an indefinite strike called by service staff, who denounce the failure to meet commitments made by the Generalitat following the 2021 mobilizations. Employees criticize that, three years after agreeing on an internalization process, the service remains outsourced through the company Serveo.
According to sources from the works council, the staff continues to be regulated by the contact center agreement, which leads to working conditions inferior to those of the SEM's own personnel. Differences include a longer annual working day, as well as disparities in salaries, vacation time, and training.

Union representatives have described the latest offer received during mediation with the Departament de Treball as insufficient, noting that the proposal even suggested abandoning the internalization goal. Given this situation, workers have stated they will continue mobilizations across Catalunya until a clear political response is obtained.
The labor conflict occurs at a critical time, as the current service contract ends in January 2027. The staff regrets that the duration of this contract, which was intended to serve as a transition toward direct public management, has passed without any effective action by the administration.
