The portfolio change occurs almost a year after the municipal government was formed and amid high tension with the staff, who have called protests demanding labor improvements. Klein stated that the action was "consensual" with the governing partners, the PSC and the PP.

The decision was announced at 10 AM, hours before the unions were scheduled to hold a press conference demanding the councilor's resignation. Klein thanked España for her work; she will remain in the municipal government as the Councilor for Social Welfare.
