The vote, conducted independently at both centers, revealed a clear division. In Reus, with 85.34% participation, 59 workers voted against the proposal, 35 in favor, and 5 abstained, totaling 99 votes. Company committee sources consider the proposal "very insufficient," arguing that proposed salary improvements, such as a €30 monthly increase in some shifts, do not justify ending an almost three-year strike.
At the Barcelona (Zona Franca) center, the situation was different. Participation was 72%, with 65 votes in favor of the agreement, 19 against, and twelve abstentions. Despite the divergent decisions, the company committee acknowledged a broad consensus that Serveo's proposal was "limited."
Serveo's proposal included salary increases of 2.5% for 2027 and 2028, improvements to the night shift supplement (from €5.07 to €9.55 per hour), an increase in the seniority bonus (from €33 to €47 per three-year period), and work-life balance measures such as extending unpaid leave to 90 days, allowing those over 52 to opt out of night shifts, and exemption from weekend or holiday work from age 60.
Serveo's management has informed worker representatives that it will not modify the proposal, citing a lack of financial margin due to the new contract tendered by the Generalitat. Workers, however, allege that the company has not provided the financial accounts for the 112 service to verify this claim.
The strike in Reus, which began on August 11, 2023, with 85% minimum services, demands labor and salary improvements, as well as the internalization of the service by the Generalitat. The committee regrets that the new tender did not include a specific budget allocation for improving working conditions, which has conditioned the negotiation. Meetings with the CAT112 management were interrupted after the publication of the new tender specifications.
Worker representatives insist that the conflict extends beyond the salary agreement, advocating for the service to have its own emergency collective bargaining agreement, given the nature of the work. The Generalitat has renewed the contract with Serveo for the next two years, with a possible extension, although internalization is not yet a reality.
