The regulatory change, promoted by the Ministry for the Ecological Transition and the Demographic Challenge, proposes amendments to the general regulations on Coasts and Public Hydraulic Domain. Affected parties fear that the new criteria, based on wave probability rather than recurrence, could allow for the expansion of the Maritime-Terrestrial Public Domain (DPMT) based on isolated storms.
According to the owners, the implementation of this measure could result in two-thirds of the Ebro Delta being included within the public domain. This would lead to significant asset devaluation and jeopardize the continuity of agricultural, fishing, and tourism activities currently taking place on these lands.
The allegation document also calls for specific protection for dune systems. The owners request that these areas be excluded from the public domain, except in cases justified by technical and scientific criteria, in order to preserve existing economic activity.
