Environmentalists challenge new urban plan in Pals over excessive growth

The organizations SOS Costa Brava and Salvem la Platja de Pals filed formal objections to the new Municipal Urban Planning Plan (POUM) of Pals this March 2026, citing environmental concerns.

The new planning document foresees the construction of nearly 2,000 new homes and several hotel developments. Environmental groups argue these figures are disproportionate and threaten the natural integrity of the Baix Empordà region.
Key areas of concern include the pine forests and dune systems of Pals Beach, as well as planned developments in Roca Blanca and Rodors. The groups also highlighted potential procedural irregularities in how the plan was submitted for public review.
