La Bisbal d'Empordà to mobilize 300 empty apartments for social housing

The local council will offer tax breaks to owners and cede municipal land to the regional government.

The La Bisbal d'Empordà City Council has unveiled a strategy to mobilize 300 empty apartments and several municipal plots to address the local housing shortage this 2026.

The Local Housing Plan (PLH) aims to add 330 new homes to the market by 2032. Currently, about 7% of the town's housing stock is vacant. To encourage owners to rent these properties, the council will offer IBI tax deductions and rental payment insurance.

Additionally, the town will cede land to the Generalitat de Catalunya for the construction of subsidized housing. This initiative seeks to increase the current social park of 273 homes in the capital of Baix Empordà through public-private partnerships.
