These meetings, attended by Mayor Jordi Colomí and council members such as Josep Martinoy and Jordi Roura, are part of the municipal effort to find urgent and coordinated solutions to issues affecting neighborhood coexistence. The described situations include repeated arguments, fights, verbal aggressions, petty theft, and other persistent behaviors, often exacerbated by factors like homelessness, social adaptation problems, addiction, or mental health disorders.
Mayor Jordi Colomí highlighted that the City Council has provided a detailed record of police interventions related to these individuals to facilitate a thorough analysis. The group consists of seven to eight individuals who recurrently cause these conflicts, leading to distress and frustration among residents and police forces. Colomí noted that this problem is not unique to the municipality, with similar situations occurring in other nearby towns.
According to the mayor, the scope of action is often limited by current legislation and judicial measures. Despite police interventions, municipal resources do not always prevent the recurrence of these behaviors. "Recidivism is an issue that requires an effective and urgent response," stated Colomí, calling for each administration to act within its competencies with more efficient mechanisms, particularly addressing mental health and addiction issues.
A key conclusion is the need to establish a joint and ongoing monitoring system for the identified individuals and situations. This involves creating coordination spaces involving police forces, mental health and addiction services, and social services. The City Council views the meetings positively and emphasizes the importance of moving towards a more coordinated and continuous response.
Concurrently, the council awaits a meeting with judicial authorities in La Bisbal d’Empordà to further discuss challenges related to recidivism and improve the institutional response.
