The ordinary session was held in the Sala Portals, where Mayor Gemma Rodríguez and the Councilor for Intervention, Economy, and Finance, Jesús Domene, highlighted the importance of focusing policies on people. This budget consolidates a zero-debt management model and allocates nearly 40% of expenditure to social services.

Regarding investments, notable actions include those under the Works and Services Plan (PUOSC) in Plaça Amadeu Vives, with a planned investment of 550,000 euros. Furthermore, a significant increase in subsidies for the areas of Culture, Equality, and Sports has been foreseen.
During the session, a general 35-hour work week for City Council employees was also approved, a measure that received unanimous support from the groups present. Regarding security, Councilor Pau Calsina reported a decrease of nearly 20% in crimes during 2025 compared to the previous year.
The budget also reinforces environmental policies with initiatives such as obtaining the Biosphere certification and promoting energy communities. Finally, a joint motion was approved concerning railway infrastructure in Catalonia and the urgent need to accelerate the effective transfer of the service to the Generalitat.
