Martorell softens ban on filling water containers at public fountains

The municipal government of Martorell (formed by Junts and PSC) will modify the public fountain ordinance at the February plenary session, setting a 25-liter limit for filling containers before imposing sanctions.

The original ordinance, approved in November, strictly prohibited filling public fountains with water into “carboys, bottles, or any utensil that allows storage.” This measure generated strong controversy among residents and social organizations.
After the period for allegations concluded, the City Council decided to soften the regulation. The new text, to be debated in the plenary session, incorporates the 25-liter limit. If this threshold is exceeded, the rule provides for fines of up to 750 euros.
The main opposition group, Movem Martorell (Comuns), took the case to the Ombudsman (Síndica de Greuges) and welcomes the rectification, although they maintain criticism regarding the core issue.

In addition to the Comuns, about twenty social organizations had registered allegations against the initial text, forcing the municipal government to seek a consensus solution to reduce the generated tension.
