The Award Commission chose Arribas from six candidates for her professional career and dedication to the municipality. The prize, organized by the El Vendrell City Council, honors the legacy of educator Teresina Martorell and highlights women's contributions to society.

Arribas made history as the first female mayor of El Vendrell (2003-2007) and the first female senator for the province of Tarragona (1996-2000). She was also the first female voice on Radio El Vendrell in 1981.
A teacher by profession, she worked at the Pau Casals School. Currently, she serves as the president of Casa Sant Josep, an organization under the Santa Tecla Foundation that supports minors at risk.
