Civil Protection Approves 28 Self-Protection Plans

Most are for non-temporary activities and from the Barcelona region; seven were not approved due to deficiencies.

The Self-Protection Commission of Civil Protection of Catalonia has approved 28 self-protection plans (PAU) in its latest meeting, mainly for non-temporary activities and from the Barcelona region. Seven plans were not approved due to technical deficiencies.

The Self-Protection Commission of the Civil Protection of Catalonia has approved a total of 28 self-protection plans (PAU) in its latest session. These plans are predominantly for non-temporary activities and originate from the Barcelona region. Among the approved plans are those for the chemical company Iqoxe and the Halloween festivities at Poble Espanyol. However, 7 plans did not receive approval due to technical deficiencies or shortcomings in self-protection measures.
With this latest commission, Civil Protection has approved a total of 312 PAUs in 2026, following nine sessions held to date. The meeting, which took place on Thursday, October 8, was chaired by the Secretary General of the Department of the Interior and Public Security, Joana Ricardo, and was attended by various relevant directors general and institutional representatives.
By region, Barcelona leads with 16 approved PAUs, followed by Penedès (3), Catalunya Central (3), Camp de Tarragona (4), Girona (1), and Lleida (1). The majority of approved plans (16) are for non-temporary activities, including establishments affected by major accident regulations (Seveso) such as SA Dabeer, Proquimia Masies, and Iqoxe; facilities with hazardous substances; mining operations; electricity generation plants; electrical substations; office buildings; a hospital; and a rack railway.
Regarding temporary activities (12 approved PAUs), these include various fire events, musical events such as concerts and festivals in Barcelona and Salou, the Tàrrega Fair, a sporting event (CSIO Barcelona 2026), and events like Halloween at Poble Espanyol.
On the other hand, of the 7 unapproved PAUs, most also pertain to non-temporary activities and are concentrated in the Barcelona region (5). Affected typologies include Seveso establishments, electricity generation plants, electrical substations, hotels, large commercial areas, sports facilities, and strategic buildings.
Self-protection is defined as the set of measures and organizational structures to address risk situations. Decree 30/2015 specifies which activities and centers are obliged to adopt these measures, which must be implemented and continuously updated to ensure their effectiveness in emergencies.
