The plan addresses the increase in youth violence and the identification of at least 34 active violent youth groups in the region. These groups, comprising both minors and adults, are characterized by their pursuit of territorial control, rivalry, and the use of violence.
The new strategy integrates police intelligence, prevention, detection, investigation, and neutralization under a single strategic direction. An integrated management model will centralize and analyze information from across Catalonia to generate actionable police intelligence, aiming to anticipate group activities.
Plan Proa is structured across several areas: enhancing police training to identify early risk indicators, collecting and analyzing information to determine group presence and impact, and deploying specific operations to pursue criminal activity.
The plan's governance involves a Central Table and territorial tables, combining a strategic overview with operational responses tailored to local specificities, and may include participation from local police forces.
