Pre-agreement in Barcelona City Council: 35-hour week and salary increase for municipal employees

The deal, resulting from eleven months of negotiations, includes an 11.5% overall salary increase over the next four years and is expected to be implemented starting in 2026.

The Barcelona City Council and unions UGT, CCOO, and CSIF have reached a pre-agreement for the 2025-2028 Collective Agreement, featuring reduced working hours and improved remuneration for staff.

After eleven months of negotiations and more than 50 working meetings, the last of which lasted over 24 hours, the Barcelona City Council and the main municipal unions closed the pre-agreement. It is expected to be implemented starting in 2026, pending ratification by the union organizations.
The agreement mandates a reduction of the working week to 35 hours for most staff with common schedules, eliminating mandatory afternoon shifts. It also establishes a digital disconnection protocol and an annual aid of 2,500 euros for reduced hours related to childcare for children aged 6 to 13.
Economically, the pre-agreement includes a global salary increase of 11.5% over the next four years. Furthermore, it introduces a horizontal professional career path for all personnel and maintains supplements for temporary incapacity.

Regarding employment, the pending agreement foresees the creation of new positions in nursery schools, the offer of 400 internal promotion slots, and the creation of fixed, full-time positions at the Municipal Institute of Social Services (IMSS). Progress will also be made in stabilizing staff at the Consortium of Libraries and securing permanent status for interim staff at the Municipal Institute of Education (IME).
