Barcelona City Council has activated a special operation with 13 municipal teams in Torre Baró to mitigate the effects of heavy rains, reinforcing the actions initiated last Sunday.

Barcelona City Council has deactivated the Basic Municipal Protection Plan activated on Saturday, October 3rd, due to heavy rains and storms. However, it maintains a reinforced deployment to address incidents, with special attention to mountain neighborhoods.
Mayor Jaume Collboni has signed a decree with extraordinary measures that will allow emergency contracting, increasing resources to mitigate the effects of an exceptional rainfall episode due to its intensity and duration. As of today, 13 municipal teams will operate in Torre Baró, reinforcing the deployment initiated last Sunday to restore normality.
Municipal teams have prioritized incidents based on safety and mobility impact criteria. In Torre Baró, about twenty incidents have been reported, with widespread dragging of soil and vegetation. A specific operation has been designed to clean the neighborhood this week, repairing potholes, slope collapses, and fallen walls.
The decree has also allowed for reinforced actions in the districts of Horta-Guinardó and Sarrià-Sant Gervasi, activating emergency teams in areas such as Font del Gos, Mas Guimbau, ctra. Vallvidrera, plaça Teix, and the streets Canoves and Antonio Machado. In Font del Gos, district teams, Firefighters, and the Guardia Urbana are assessing the safety and sanitation of affected buildings.
Barcelona Firefighters have managed 232 services, 85% related to the rains, including preventive inspections and flooding. 162 fallen trees and 41 branches have been recorded, with 73% of incidents resolved or pending debris removal.
All educational centers dependent on the Consorci d’Educació have opened, although 33 centers continue to have affected facilities. Municipal nursery schools are also operational. The libraries of Montbau, El Carmel, Vilapicina, and Jaume Fuster remain closed.
The Guardia Urbana has planned a deployment at Rodalies (commuter rail) stations to support passenger mobility due to railway incidents. The municipal shelter for homeless people at Dos de Maig will remain open until Friday.
The rainfall episode concluded with 24 liters of precipitation in the city, with a maximum of 36 liters in the Zona Franca. The rainwater tanks functioned correctly, with 36% capacity filled.
