The Government Commission of the Barcelona City Council has approved the pre-emptive purchase of the property at Carrer d’Espalter, 6, in the Ciutat Vella district, for 1.3 million euros.

The building, spanning 655 square meters, contains eight dwellings, seven of which have active rental contracts. Two of these are rented through the City Council's Rental Housing Exchange. One of the apartments is vacant and will be allocated through the Registry of Applicants for Official Protection Housing of Barcelona (RSHPOB). The property also includes three commercial premises, two of which are rented and one is vacant.
It is projected that, with rehabilitation, the total cost of the operation will reach 2 million euros. The price per square meter (3,408.80 euros) is below the average market price and the maximum threshold set by the Ordinance on Pre-emption and Right of Redemption. This acquisition is being made in a high-demand area with limited available land for development.
The purchase falls under the ordinance regulating pre-emption and right of redemption, approved in December 2025, aiming to increase the city's public housing stock. Criteria for exercising these rights include the suitability of the property, prioritizing buildings with more than 10 dwellings or with vacant units, as well as properties with tenants on mandatory lease extensions, individuals with disabilities, those in vulnerable situations, or in areas at risk of gentrification.
The ordinance stipulates that, in case of purchase, an economic and opportunity assessment will be conducted. For entire residential buildings, the maximum price will not exceed the average price of registered sales in the neighborhood, minus the estimated cost of rehabilitation if necessary. The council can also decline the purchase and transfer the right to public housing development entities, legal occupants, or housing cooperatives, or proceed with a joint acquisition.
