Staff at the CAS Lluís Companys center in Ciutat Vella, which treats drug-dependent people, have completed 70 days of indefinite strike, called by the CGT, demanding a salary increase and public tender for the service.

The strike, called by the majority union CGT after frustrated negotiations, seeks to equalize staff salaries with the Servei Català de la Salut (ICS) agreement, as they are currently governed by the social action agreement, with lower wages. This center is the only one in Barcelona outsourced under these conditions.
The center's workers have opened two negotiation channels: one with the Red Cross, the facility manager, and another with the Departament de Salut (Health Department) of the Generalitat. The goal is for the Government to force the entity to improve salaries, either by increasing the subsidy or changing the concession conditions.

"It cannot be that the management is handed out arbitrarily. This is an anomaly recognized by the Department itself, and we want Antifrau to study it."

Andreu Vilader · General Secretary of the Red Cross union section
The CGT has reported the case to the Oficina Antifrau de Catalunya (OAC), pointing out that the Red Cross receives a direct subsidy exceeding 1.3 million euros. The union argues that all conditions are met for the service, active for over 30 years, to be publicly tendered, as is the case with the rest of the CAS centers in Barcelona.
In addition to wage discrimination, the union has also criticized the "immobility" of the Red Cross and denounced that center managers have not respected the established minimum services (25% on the first day and 33% thereafter). A file from the Consorci d’Inspecció de Treball i Seguretat Social de Catalunya certifies that the number of designated minimum service personnel has been exceeded since November 28, 2025.
