The initiative, part of the Climate Plan, aims to decarbonize urban mobility and transition the moped fleet to 100% electric by 2030. The grant application period will be open until September 30th, 2028, with a budget of 5.2 million euros for the 2026-2028 period. Grants for charging infrastructure and battery swap stations will also be announced soon.
The grant amount is 600 euros per new electric moped, capped at 50% of the price before VAT. A mandatory requirement is to scrap a combustion engine moped purchased from March 1st, 2026. The goal is to simplify the process, requiring only proof of purchase for the electric vehicle and the scrapping of the old one.
Currently, Barcelona has approximately 32,000 registered mopeds, of which 24,000 are combustion engine. An estimated 18,000 are in regular use, generating about 3,000 tons of CO₂ annually. The overall program, with a 15 million euro budget until 2030, plans for the renewal of 24,000 mopeds and the development of 64 new battery swap stations.
This initiative is part of the Climate Plan, which allocates 1.8 billion euros until 2030 for ecological transition, aiming to reduce over one million tons of CO₂ in 5 years and mitigate urban noise.
The measure is supported by entities from the Motorcycle Observatory, including Anesdor, Motoristes per Barcelona, and P(A)T. The City Council has also approved regulations for grants supporting battery swap stations, considered key infrastructure for electrification.
