The decision was made during the municipal plenary session, where the Popular Party used its majority to defeat the proposal. This motion not only demanded the reopening of the two centers but also called for the recognition of the social emergency of homelessness in Badalona.

Councillor Idrissa Sissokho, from the B9 group, addressed Mayor Albiol directly to advocate for administrative assistance for the homeless. The text presented by the opposition also included measures such as the City Council's return to the Homelessness Table and the activation of a permanent Winter Operation.

From ERC, Àlex Montornès regretted that it was “complicated” to change the municipal government's mind, asserting that the rejection of these measures is an “ideological issue”. The opposition emphasized that homelessness is an extreme form of social exclusion that directly impacts mental and physical health.
