A comptroller's report, made public by the Guanyem Badalona municipal group, highlights that the volume of savings is "entirely atypical", as it approaches the council's entire annual budget. This document emphasizes the low execution of budgeted expenses, especially in investments, and calls on the municipal leadership to analyze the causes of this situation.
“"It is entirely atypical for the amount of accumulated money to be similar to the municipal budget for an entire year."
The official also warns that the City Council is paying invoices to suppliers with an average delay of 126 days, quadrupling the legally established period. Guanyem Badalona accuses the municipal leadership of causing an "absolute paralysis" in the city and demands that the Generalitat assume economic oversight of the council in the face of the administration's "total bankruptcy".
For its part, the local government has responded to the criticisms, calling the opposition's statements "ignorant in budgetary matters". The Finance councilor explained that nearly 190 million of the surplus corresponds to multi-year investments for projects currently underway, with payment expected during 2026, but which required guaranteed funding beforehand.
Furthermore, the councilor defended that part of the treasury surpluses are a consequence of the inability to pay invoices for large services that the government found without a valid contract. The municipal executive assures that it is "progressively" regularizing this situation.
