Barcelona approves 50% universal school canteen subsidy

The City Council backs a proposal to halve lunch costs for all students using tourism tax revenue.

The Barcelona City Council plenary approved a proposal this Friday to provide a universal 50% discount on school canteen fees for all infants and primary students in the city.

The initiative, led by ERC, received support from Junts per Barcelona, PP, and Vox. The governing PSC party and Barcelona en Comú abstained from the vote. If implemented by the local government, the measure would take effect in 2027, aiming to alleviate the rising cost of living for families.

The plan estimates an annual cost of 40 million euros. To fund this, ERC proposes using the revenue from the increased tourist tax surcharge, which starts on April 1st and is expected to generate an additional 60 million euros over the next three years.
Deputy Mayor Jordi Valls expressed concerns regarding fiscal progressivity, noting that the current system already provides 51,000 grants, mostly covering 100% of costs. Expanding the subsidy universally could increase the total budget from 51 million to 81 million euros.
