The Economy and Treasury Commission of Barcelona approved this Wednesday, with votes from the governing PSC and ERC parties, a proposal from Comuns to support the bill presented by Sumar to the Congress of Deputies. This initiative aims to reform the property tax (IBI) to make it more progressive.
The measure proposes an increase in the tax for 'large landlords,' those who own five or more properties, as well as for properties not used as primary residences. In contrast, a reduction in the tax is planned for owners of a single home where they reside, along with discounts of up to 90% for single-parent families.
The spokesperson for Comuns, Marc Serra, highlighted that "the vast majority of families in this city, 85% of owners, have a single home for residential purposes" and therefore, "should pay less." The municipal government, led by Mayor Collboni, has commissioned a study from the University of Girona to assess the legal viability of the proposal, considering it "very interesting."
The Deputy Mayor for Economy, Jordi Valls, indicated that this technical report should provide "solidity" to the tax reform, which would require a modification of the local treasury law. He also pointed out that the study suggests the need for some "legislative modifications" for the proposal to move forward.
