Chronic lack of investment in maintenance caused the railway collapse in Catalonia

The Chamber of Contractors of Works of Catalonia reports an investment deficit of 5.071 million euros by ADIF since 2010.

The Chamber of Contractors of Works of Catalonia (CCOC) denounced on Friday, February 2, 2026, the chronic lack of maintenance and investment in the Catalan railway network, identifying it as the main cause of the recent collapse in Rodalies and high-speed services.

The report presented by the CCOC highlights that state tenders only represented 15.5% of the total tendered in 2025, figures far removed from the actual needs. Furthermore, the budgetary execution rate of ADIF does not reach 50% on average between 2010 and 2023, accumulating an investment deficit of 5.071 million euros during this period.

"We cannot say that accidents happen because tenders are not issued, but they could be avoided if more was invested, especially in infrastructure maintenance."

This crisis not only affects passengers but has severely paralyzed freight transport, which is essential for the Catalan economy. The failure of the Rubí tunnel has been critical, as it is a key point for cargo trains leaving the Port of Barcelona towards France, Germany, and Belgium.

"Freight rail cannot continue to be the weak link in the system. Passengers are a priority, but not at the expense of paralyzing the country's industry, commerce, and competitiveness."

The Head of Strategy at the Port of Barcelona, Jordi Torrent, confirmed that international freight trains are leaving "in drips," dropping from forty daily convoys to only six, due to the rail isolation. This situation also causes problems across the border, with trains immobilized at the El Soler station, near Perpignan.
