The Barcelona City Council is navigating a complex political landscape to approve the Metropolitan General Plan (MPGM) modification intended to regulate seasonal rentals during the upcoming March plenary session.

Despite the Parliament of Catalonia passing a regional law in December, local implementation remains stalled. Relations between Barcelona en Comú and ERC are strained, leaving Jaume Collboni's government without a guaranteed majority to pass the measure.

The proposal has faced 16 formal objections from private companies, professional associations, and the Chamber of Property. These groups argue that the city lacks the legal authority to restrict private property usage, claiming such powers belong exclusively to the regional or national governments.
