Serra, born in Manresa in 1948, left an indelible mark on the Sant Andreu de Palomar neighborhood, where he chaired the Associació de Veïns i Veïnes for over a decade, becoming a benchmark for social justice and the associative movement.
Among his most notable achievements are the pedestrianization of Carrer Gran, the remodeling of the Sant Andreu Market, and the fight for converting the former military barracks into affordable housing. He was also instrumental in negotiations regarding the Sant Andreu Comtal station to ensure the old railway building became a public facility.

In addition to his neighborhood work, Serra, a draftsman by profession and a Humanities graduate, was an active member of Òmnium Cultural and the Meridiana Resisteix collective, participating in protest road closures against the procés ruling. Politically, he ran in the 2023 municipal elections for Barcelona en Comú.
