The Civil Guard has launched an investigation into alleged irregularities in the management of vehicles impounded by the municipal tow service in Vilanova i la Geltrú, seeking public cooperation to identify potential victims.

The operation, dubbed 'Gruvila', culminated last week with the arrest of four individuals: a Local Police officer, two tow truck operators, and a municipal official. Additionally, two other members of the Local Police are under investigation in connection with these events.
The investigation focuses on suspicions that some vehicles impounded by the municipal tow service did not follow established protocols. It is believed that those involved or their associates may have used some of these vehicles or dismantled them for parts to be sold.
Inquiries began in late 2025, following a complaint filed by individuals professionally linked to the City Council. This information allowed the Civil Guard to detect possible anomalies in the removal and management of abandoned or uninsured vehicles on public roads.
As part of the operation, four searches were conducted, including at the homes of the arrested individuals and the Local Police station. Physical and digital documents were also requested from the City Council and the scrapyard contracted for vehicle management.
One day after the arrests, on March 24, two Local Police officers were summoned for questioning as suspects for their alleged involvement in crimes of embezzlement of public resources, misappropriation, influence peddling, administrative prevarication, and membership in a criminal group. The case is under the jurisdiction of the Vilanova i la Geltrú court of first instance, and the investigation remains open.
