Catalonia to allow ER doctors to issue sick leave to ease primary care burden

The regional government reaches an agreement with unions and employers to streamline medical leave procedures in hospitals.

The Catalan Health Department has reached an agreement with social partners to allow hospital emergency doctors to issue sick leave for minor injuries starting in 2026, aiming to decongest Primary Care Centers (CAP).

This reform aims to eliminate unnecessary steps for patients who previously had to visit their GP after being treated at a hospital. Under the new protocol, workers treated for minor issues, such as a broken arm, will leave the hospital with their temporary disability paperwork already processed.

The measure is part of a broader budget agreement signed by President Salvador Illa, allocating 3.878 billion euros to primary care. While major unions and business associations support the move, some medical organizations have expressed concerns about the added bureaucratic workload for hospital staff.
