The Mossos d’Esquadra have identified 401 repeat offenders operating in the Girona Region since the start of the Kanpai Plan, the specific operation targeting multi-reoffending. These individuals are labeled DARP, identifying thieves who have committed at least two crimes against property in the last six months, show a high risk of persistence, and operate in the same area.
The controversy began last September, when Minister Parlon suggested that police pressure in the Barcelona Metropolitan Area could cause a displacement of criminals towards Girona. This statement prompted ERC deputy Laia Cañigueral to submit a written parliamentary question on October 7, 2025, seeking clarification on the measures adopted.
“"Despite this movement existing, it is an insignificant phenomenon. Analyses do not show a significant displacement of people who habitually commit crimes in the city of Barcelona towards towns in the Girona Police Region."
The response from the Directorate General of the Police details that, out of the 401 individuals, only in three cases can it be confirmed that the offenders were active in Barcelona and relocated to the Girona Region after the implementation of the Kanpai Plan. This figure represents approximately 1% of the total. Furthermore, 23 individuals sporadically move from Girona to other areas, mainly Barcelona.
Regarding resources, the Minister points out that the Mossos workforce is projected to grow until 2030, aiming for 25,000 personnel. Currently, the Girona Police Region has 187 trainee officers assigned to citizen security units to reinforce police presence and control repeat offenses.
