The new regulation, which concludes the transitional period established by Law 5/2025, focuses on precisely regulating the use of VMPs. The most significant change affects vehicles exceeding 25 kilograms in weight and capable of reaching a maximum speed greater than 14 km/h. These must mandatorily have civil liability insurance.
This insurance requirement, managed through the Consorcio de Compensación de Seguros, does not entail registration or enrollment in any registry, although it will serve as a guarantee in case of accidents involving third parties. Scooters that do not reach these weight and speed limits are exempt from this obligation.
Another notable requirement is the obligation to carry the V16 beacon, placing VMPs on par with other vehicles. However, the DGT has temporarily ruled out mandatory registration for scooters, as an operational registration system is not yet available, although the agency assures that technical development is complete.
Regarding penalties, non-compliance with the new regulation will result in fines ranging between 200 and 1,000 euros. Furthermore, the DGT will reinforce the enforcement of the official certificate rule: scooters purchased before January 21, 2024, can circulate without the certificate until 2027, but those bought afterward are already required to possess it.
