Pepita Perich warns of social model risk due to commercial interest in disability sector

Pepita Perich, former director of the Ramon Noguera Foundation, reflects on the entity's 60 years in Girona and warns about the potential threat to the Catalan social model posed by the entry of profit-driven companies.

Pepita Perich, linked to the entity for over 40 years and managing director between 1986 and 2024, highlights the transformation of the former Associació Àngelus into the major Ramon Noguera Foundation. The entity, celebrating its 60th anniversary (founded in 1965), has served over 2,000 users and provided employment to 453 people, nearly half of whom have disabilities.
Perich, currently Vice President of the Board of Trustees, emphasizes the sector's evolution, moving from a concept of charity to the defense of rights recognized by the Generalitat in the social services portfolio. This professionalization process has been key to sustainability, without losing the foundational mission of improving the quality of life for people with intellectual disabilities.

The main current danger lies in the accreditation process for providing public care services, which is now open to commercial entities. Perich argues that the goal of these companies is to obtain profits for shareholders, a model she deems unsuitable for the disability sector, where economic results must be fully reinvested in social activity.
This concern has motivated a popular legislative initiative (ILP) promoted by families in Girona to amend the draft law and ensure exclusivity for the Third Sector. Looking ahead, the Foundation faces the challenge of an aging population and the need for supported housing, with new residential projects in Sant Daniel (30 places) and a day center in Pla de Palau, both scheduled for 2026 and 2027.
